Any idea where to get the stuff? Is it even being produced for civilians?

Simple answer is you can't and won't, unless it's some chinese-repro. UCP-D is an prototype experimental pattern currently being tested in Afghanistan for the US Army. It was produced in limited numbers and only fielded to certain units in-theater for purposes of testing and proving. It's fate is still being debated over, with stiff competition from MultiCam and other patterns. Which ever pattern is eventually chosen, the plan is only to field it as a supplemental uniform specific to the operational needs in-theater. In other words, unless you are in combat operations in A-stan, forget it.

The closest thing I have seen to UCP-D in the commercial world is Propper Mountain Stalker, which is a veritable collector's item (I actually own some BDU tops myself), and probably even more rare than UCP-D. The only way you can get your hands on UCP-D uniforms is from a returning soldier from one of the specific units that were fielded during the test phase . Given those specific units, that's not happening anytime soon.

If you want to reproduce it yourself, you can either carefully hue die patches of a UCP ACU with a Coyote-brownish color, OR just roll around in some brownish mud and not clean your uniform for several skirmishes.

Just for reference sake, here are pics I took of the Propper Mountain Stalker pattern from my uniform collection. I wear it periodically for skirmishes, especially in the fall and early spring. I am always questioned as to what pattern it is. Briefly, it was a pattern temporarily licensed by Propper for LE and Civilian use. The licensing came from the USMC (ala MARPAT) under the stipulations that Propper would change the color tones and only make a extremely limited run of uniforms. It was named "Stalker," with three environment variations: Mountain, Jungle, and Urban. They discontinued producing them shortly after they were given clearance from the USMC to use the "Digital Woodland" and "Digital Desert" patterns in their products. They were released in a BDU style 60/40 Poly/Cotton heavy twill blend.

Jungle can be best described as color toned exactly between deciduous Woodland MARPAT and lighter coniferous CADPAT. Urban closely resembles current "Digital" urban patterns with black and three gradient gray tones. Mountain is a more saturated version of base UCP colors with Clay Red and Black added.

IMO, I believe a variation of the Mountain Stalker pattern, sans Clay Red and Black, replacing with Coyote/Sherriff Brown and saturated green respectively (keeping the same coloration proportions), would work perfectly as a MultiCam alternative in the current Afghanistan supplemental uniform search being conducted.

CORRECTION

I went by a local surplus / camping supply store in Nashville (Friedman's on 21st Ave) today and found this T-shirt made by ROTHCO. Look familiar? You guessed it, UCP-D! I guess some companies copied the pattern and produced it for "novelty" reasons after the US ARMY's decision to go with MultiCam in OEF-A.
