Define "cheap." I've found it to be a fairly relative term; one guy might consider under $20 cheap, while another could consider under $100 cheap.
I prefer my commercial-grade Motorola P1225. It's got more range than I'll ever need, and its reprogrammable. Add in a decent headset, and you're golden. They can be had on Ebay for $50-100, and it shouldn't be too hard to find a seller that offers programming services too.
