Cold-burning ordnance

Where can I find some cold-burning grenades? Smokes, flash, etc. They appear to be much harder to find than they should be..

Cool, and the price isn't bad either.. what color are they? And I assume those are the only ones they have? Also, what do they mean by that "Special Order" tag?
