1. Where do you order your CIRAS vests? Alot of the Asian sites say that the Pantac ones aren't available to US buyers. I was wondering if Ehobbyasia is a good site to order items that could be seized by customs.

2.Do the sizes matter? Ehobbyasia gives you a sizing chart, but then says the vest is fully adjustable. What's up with that?

Rule of thumb, go by whatever BDU jacket you wear. Medium BDU = Medium CIRAS.

The sizes go by SAPI plate sizes.
I had a large Eagle Industries one and it fit me okay at 5'11" 135 lbs.
From Wikipedia
"Front and back SAPI plates:
Extra Small - 1.27 kg (2.8 lb) | 184 x 292 mm (7¼ x 11½ in)
Small - 1.59 kg (3.5 lb) | 222 x 298 mm (8¾ x 11¾ in)
Medium - 1.82 kg (4.0 lb) | 241 x 318 mm (9½ x 12½ in)
Large - 2.09 kg (4.6 lb) | 260 x 337 mm (10⅛ x 13¼ in)

if you are going to go ciras, as in pantac or phantom or the real deal (if you like to burn a hole in your pocket) then the below advice applies

go atleast medium, this goes for everyone
they remove a loop of PALS webbing if you go small
now as far as your specific size, I would go medium
my buddy tried on my medium, he's 5'11 220lbs, and he fit without a problem
it just takes adjusting based on the wearer

personally, i went with phantom/pantac bc i knew that it was 1000 cordura
if you plan on having the vest for a long time or playing in longer scenarios, go with a pantac
the same buddy from before got his from asgi, and it didn't last long
the seams are tearing along with the PALS webbing
he tried on mine when he went to buy his new pantac/phantom one from scopeandlaser.com
i have purchased from them, good REP

Pantac/Phantom will definitely treat you right. If you can't find a retailer who will ship to the US, then you can grab a used one off of Airsoft Canada (not positive if there are a lot still going there, but it's where TPP found his).
