United Nations Information Directorate: Nuclear Emergency Situation Report

The Southern Liberation Front(SLF) has captured fissile material stolen from the Oconee Nuclear Station and extracted it to a previously unknown facility in upstate South Carolina known as Clemson Area of Operations Foxtrot (CAO: Foxtrot). This temporary facility with a research-level refining capability is in proximity to Clemson University and was set up by several prominent researchers and engineers with knowledge of nuclear systems in the area prior to the onset of the war. The Federal Remnant Army (FRA) has managed to determine this location prior to the SLF’s arrival in the area and are in the process of launching an offensive. It is highly unlikely that the SLF will be successful in securing all of the researchers and engineers prior to the commencement of the FRA assault. However, it is likely that the fissile material will be made unsafe for transport and possibly even fashioned into a crude nuclear device during the ensuing battle. This office recommends member nations prepare to render assistance within the former United States should the SLF succeed in a nuclear escalation of the conflict.

Age Rules:
The absolute age limit is 14. No one under the age of 14 will be allowed to play.
Those that are over 14 and under 18 (14-17) must each have a player over 18 take responsibility for them.
Each player over 18 may take responsibility for only one playing minor (14-17) unless they are the parent or legal guardian of multiple playing minors, in which case they may take responsibility for only those playing minors which they are the parent or legal guardian of.

Chronograph
1. Goggles on when entering chronograph area
2. Turn over ticket and weapons to be chronographed with empty magazines to chronograph staff
3. Staff will fire 3 0.20g shots with the hop-up turned off and take the average value.
4. Staff will remove any existing tags & affix the appropriate tag for the chronographed value
5. Staff will then inform player of their minimum engagement range and other restrictions before returning weapon

Anyone caught playing with an untagged or inappropriately tagged weapon will be fined an additional registration fee upon first offense, and ejected from the site upon second offense.
The year is 2031 and the world is in chaos. The effects of climate change have developed quite differently and much more rapidly than predicted only a decade before. The killer hurricanes never came. Rather, the storms stopped coming all together. The United States has suffered the slow process of desertification across vast areas, especially in the southeast. As water supplies dwindled, States began filing suit against each other for water rights. Supreme Court rulings often infuriated both parties. Finally, the unthinkable happened. Al-Qaeda inspired terrorists attacked the dam at Lake Lanier, Georgia – diverting the entire outflow to Atlanta. The sudden loss of coolant water caused the two units of the Farley Nuclear Power Plant to meltdown. While the containment structures held back most of the radiation, the local area was bathed in lethal radiation. Believing that the redirection of water had been an act of Georgia, the Alabama and Florida National Guards entered Georgia with the aim of seizing as many water sources as possible. Not knowing what had transpired, Georgia resisted. Fearing that similar attempts on water supplies might be made, States across the nation ordered their National Guard troops to secure their domestic water supplies. Seeking to restore order, the Federal government ordered the US military to impose martial law. This infuriated citizens and States alike, they rejected the order. The Second American Civil War had begun…
Federal Remnant Army (FRA)
This faction is essentially the US military acting as an independent entity. At the inception of the war, many domestic military assets were seized by the now rouge National Guards. The US domestic active duty military was forced into full scale retreat in the first few days of the war, with several divisions disbanding entirely. The FRA succeeded in protecting the existing presidency long enough to secure an official order to breach Posse Comitatis as well as a United Nations mandate and assistance in recalling forces abroad. This mandate requires the FRA to restore the nation under the federal government and to hold national elections. However, the FRA, with the UN’s blessing, suspended the executive on the grounds of requiring an entirely military command structure and being unable to reunite the nation before the 2032 election. All US military forces deployed abroad were recalled and conducted landing operations in and around the New York area in on July 4th, 2032. The FRA has thus far secured the majority of the Northeast Megalopolis. (Washington D.C., Baltimore, Philadelphia, New York) However, resources and equipment continue to be short and the FRA’s advance into the southern States and other rural areas is not as well received as their Independence Day arrival in New York.
Southern Liberation Front (SLF)
This faction is an alliance of several southern States including South Carolina, North Carolina, Georgia, and Tennessee. Among the first factions to form, the SLF was initially based largely around controlling the water resources originating in the southern Appalachian Mountains. However, the deteriorating situation, coupled with vocal sentiments of some of the local population, spurred the SLF to establish their own overall government. Not surprisingly, this government is based on the confederacy of the First American Civil War and is based in Charleston, South Carolina, the starting point of that conflict. The SLF’s largest engagements to date has been in repelling attacks from the Non-allied Gulf States, all of which have resulted in decisive SLF victories but have caused extensive damage to Atlanta and upstate Georgia. The advance of the FRA into the Appalachian Foothills with an obvious aim towards Atlanta and down the Savannah River has evoked memories among the population of Sherman’s march in the First American Civil War with many fearing a similar path of destruction.
AAR- Operation: Tiger Maw I
AO: Clemson Area of Operation (CAO) Echo – 5 km SE of Oconee Nuclear Station

Objectives: FRA forces objective was the establishment of a forward firebase at the summit of Hilltop 927 to provide security for Oconee Nuclear Station. SLF forces objective is control and shutdown of Oconee Nuclear Station.
Timeline:
0940 – Forces enter AO
1013 – Initial Engagement
1030 – Engagements with SLF result in FRA navigational breakdown
1215 – FRA forces overrun SLF insertion
1245 – FRA forces reach Hilltop 927 and begin fortifying the position
1415 – SLF launches offensive against Hilltop 927
1500 – Unknown terrorist elements attack Oconee Nuclear Station
1530 – Terrorist extraction helo with uranium on board shot down by FRA air cover.

1545 – Both forces shift priority to securing uranium, offensive against Hilltop 927 abandoned.
1600 – SLF is first on the scene, discovers that uranium has been recovered by well armed but sympathetic local. Negotiations for exchange commence.
1615 – SLF agrees to protect local residence in exchange for peaceful handover of uranium
1620 – FRA arrives at crash site, begins searching area, immediately comes under heavy SLF fire
1645 – SLF begins to withdraw to extraction point, drawing FRA away from residence
1715 – SLF arrives at extraction point, begins securing an LZ against attacking FRA forces
1740 – SLF LZ deemed secure, helos land and extract uranium to a nearby facility
Summary:
The FRA faces an emergency situation with nuclear material in the hands of an enemy capable of rapid weaponization. However, the SLF facility believed to be only a short distance from COA Echo and the FRA has been left in decisive control of Hilltop 927. As transit is vulnerable to FRA air cover, the SLF must produce results from their prize as quickly as possible without further relocation of the nuclear material. An FRA offensive against the SLF facility has already been planned, pending confirmation of location by FRA recon. This rapid response is expected to strain FRA resources in theater while SLF forces are unlikely to receive many reinforcements on such short notice.
